If ACP- ACN impedance is low means there is shorting, CLR to gnd shows very low impedance, in this case very useful gadget (IR Thermometer) how we use, 1 st remove CLR than check input is short or output is short as detected shorting Point, now set 3 Amps and 0 volts for DC power supply now we solder the wire of dc power supply at CLR at the point where the shorting is , slowly increase the voltage so long as 2.5 Amps to 3Amps appears on display of DC power supply Now shorting components starts heating and we can detect it by IR Thermometer

3) Charging IC itself defective-
