HP 6930P not charging battery

yesterday, I got HP 6930p, it not charging battery, I see in windows, them received adaptor and battery, but battery not +%.
I've replace new battery, but not working, I open it, see BQ24740.
Pin 1: CHGEN# 0 vol ->so  SIO working
PIN 25: 10vol ( if here 12vol then oke )
U75 U74 oke not bad.
I think problem in IC BQ24740, replace it, but not work
Pin 5: 24740_ACDET 3.53vol  oh oh oh problem in here ( if here 2,4 -> 3.1vol them oke )
I 've replace R23 to 100k om, pin 5 have 2.8vol , and them have charging
