感觉好象是没起振，估计拆了晶振再测，IC的XIN和XO可能也是这电压。

把晶振拆下来，开机再测电压，一端是1.02V一端依然是3.3V。
IC是CH7011，是TV解码的IC，手册上指出了Reset管脚
“When this pin is low, the device is held in the power-on reset
condition. When this pin is high, reset is controlled through the
serial port register.”
开机的时候，用万用表量reset，看到电压由0.2->3.3V，估计这块片子
挂掉的可能性增大了。
