I don't think that I have a South Bridge problem.
ICH3-M is not generated HDDRESET.
I cheked Manual of FW82801CAM.
HDDRESET is generated somehow from PCIRESET on other ICH3-M laptops.
I was not able to follow PCB circuit far enough to learn how.
On pictures I attached you will be able to see what I discovered so far.

You were right, problem is in south bridge. HP uses 2 PINs on SB CHIP (free ports that are usualy used for USB) to generate CDRESET and HDDRESET. I saw some other laptops that are generating HDDRESET directly from PCIRESET. I will try to do some workaround in order not to replace south bridge chip. I will try to put the PIN 1 of IC U83 on the +3V level and try to use only PCIRST# to reset hard drive.
I let you know if it worked.

Solution:
I succesfully repaired hard disk reset problem. As you can see in drawing I had to cut the wire fro PIN1 U83. Then I had to put PIN1 to high level. Hard drive is reseting fine with just PCIRESET!
Similar thing I had to do with CDRESET.
This way I avoided replacing ICH3.
